The identity of the arranger is uncertain, since this manuscript is not in the hand of Max Puttmann; it served as the printer's copy for the first edition (PF4t1) and the plate number (8169)  has been added to fol. 1v. 

Fol. 1r bears two annotations in pencil: 78136/37 [probably the job numbers connected with the engraving and/or printing] / 4° ohne R[...]; and C dur tief. The annotation on the top l.h. margin on fol. 1v notes Autographien von Partitur u. Stimmen 4° Format; the plate numbers for the score (8169) and and parts (8170)  are added (in blue ink) at the foot of this page only; they suggest the manuscript arrangement was probably prepared in late 1919.

Interestingly (though inexplicably) the copyright date is given at the foot of fol. 1r as 1913.
